Chemical safety permit granted to Easpring Finland’s Kotka factory

Tukes has granted a chemical safety permit to Easpring Finland’s battery material factory, which is being constructed in Kotka.

The Finnish Safety and Chemicals Agency (Tukes) has granted a chemical safety permit to the factory of Easpring Finland New Materials Oy. Easpring Finland is building a factory in Kotka to produce cathode active material (CAM), and the newly granted permit is a significant milestone in the project’s progress. Easpring Finland aims to start commercial production in Kotka in 2027.

The chemical safety permit granted by Tukes indicates that the plant’s operations meet the requirements for chemical safety. The permit imposes requirements on the Easpring factory concerning, for example, the design and maintenance of equipment, safety arrangements, and preparedness for accidents.

Compliance with chemical safety regulations is the responsibility of the operator, but Tukes will also monitor compliance while the production of cathode active material is ongoing.

Tukes granted the chemical safety permit in December 2025. Another significant step related to permitting was the environmental permit, which was granted in December 2024 by the Regional State Administrative Agency for Southern Finland (now the Permit and Supervision Agency).

Easpring Finland New Materials Oy
Established in March 2024, Easpring Finland New Materials Oy is a joint venture of which Beijing Easpring Material Technology Co., Ltd., listed in ChiNext, owns 70 percent and Finnish Minerals Group 30 percent.
